France has tightened its restrictions for all foreign travelers in an effort to control the spread of the new COVID-19 variant from India. So, entry into France is limited only to EU residents including French residents and those traveling for essential purposes. Permitted travelers must test negative, quarantine for 7 days, and must sign a declaration that they have not been in contact with someone who has had Covid-19 in 14 days before their journey.
